Not sure what I am doing wrong. GPS location is never available on my notecard.

I’d make sure you start with our docs on Time & Location Requests. The GPS module is not enabled by default, so there are some configuration steps involved.
If you’ve already done this, please let us know which commands you’ve sent and we can try to see where things may have gone wrong!
