Are route filters applied as AND or OR?

When defining a filter for a specific route, do the Selected fleet and Selected notefile filters work as an AND or an OR ?

Imagine I have 2 fleets, test and dev and a telemetry.qos notefile in both.

If I set up a route and filter for the test fleet and the telemetry.qos notefile, would a telemetry event generated from a device in the dev fleet also trigger the route ?

If so, how would I configure a route to filter on a specific notefile from all device in a specific fleet ?

The route filters are OR within “Fleets” and within “Notefiles”…and AND between the two groups. This probably illustrates it better:
