This issue is similar to that reported on Aug 24 of this year –

After successfully uploading a “firmware image” to the Notehub, I’m unable to download that image to the Notecard – The status on the Devices page continually shows downloading status of “0%” … which never changes. Events page shows up-to-date Notecard/Notehub communication.

It appears that the hub ‘mode’ must be set to “continuous” to perform the Notehub ->Notecard transfer. My setting was “minimal” to reduce power requirement – once placed into “continuous” mode the transfer succeeded.
